今回のブログは小西ゼミ3回の宮本美華子が担当させて頂きます。
私は1回生の時、所属しているサークルの「東北スタディーツアー」という東日本大震災について学ぶ企画に参加しました。この企画ではミーティングで東日本大震災について学んだ後、実際に東北へ赴き、震災を経験された語り部さんに当時のお話を聞いたり、語り部さんに被災地を案内してもらったりしました。
私がこの企画に参加した中で一番印象的だったことは、震災によって発生した福島第一原子力発電所の事故によって、現在でも一部の地域が帰宅困難区域になっている福島県の富岡町を訪れたことです。富岡町は福島第一原子力発電所から半径20km圏内に位置しており、事故発生当時は全ての住民に避難指示が出され、一部地域を除いて避難指示が解除された今もなお多くの住民がこの町には戻ってきていません。
私が富岡町に着いて最初に感じたことは、とても静かで新しい建物が多いなということです。富岡町では地震や津波によって壊れてしまった建物が再建されたり、新たに原発の作業員の方の住宅が建設されたりしていました。人が少なく、目にする建物が新しいという現状を見て、震災によりそれまでの富岡町での生活が一気に失われてしまったのだということを感じました。
また、現在も帰宅困難区域になっている場所の目の前にも行かせて頂きました。帰宅困難区域の周りにはバリケードが設置され、立ち入ることができないようになっていました。バリケードの奥の景色はそれまで見てきた整備された街並みとは異なり、草木が生い茂り、震災時から時が止まったようでした。たった数十cmの距離で世界が一変している光景を目の当たりにし、これまで味わったことのない感情に襲われました。
この企画を通して感じたことは、実際に自分の目で見ることの大切さです。震災の情報はテレビやネットなどを通してたくさん得ることができます。しかし、語り部さんから聞いた当時の状況や実際に現地を訪れて見ることができた現在の様子は、自分で調べるだけでは分からなかったことばかりでした。実際に自分で経験することでしか得られないことはたくさんあると思います。皆さんもテレビやネットの情報だけで満足することなく、気になることは積極的に自分で確かめに行ってみてはいかがでしょうか？
最後に、来年の3月で震災から11年が経ちます。この出来事を風化させることなく、ここから得られる教訓を次世代へ語り継ぎ、自分自身の防災への意識も高めていく必要があると感じています。

I’m Mikako Miyamoto, a 3rd grade in Konishi seminar.
When I was a 1st year college student, I joined “Study tour in Tohoku” that learn about the Grate East Japan Earthquake. In this tour, we visited Tohoku after we learned this earthquake at meetings. In Tohoku, storytellers told us story at that time, and guided us disaster area.
What impressed me most through this tour was visiting Tomioka-town in Fukushima prefecture, which some areas are still designated as difficult-to-return zones following the nuclear accident at Fukushima No.1 nuclear power plant caused by the earthquake. Tomioka-town is located within a 20-kilometer radius of the nuclear power plant, and all residents were ordered to evacuate at the time of the accident. The evacuation order has been lifted expect for some areas, but many residents have not returned to this town.
The first thing that I felt when I arrived in Tomioka-town is that it was very quiet and there were many new buildings. In Tomioka-town, buildings that were destroyed by the earthquake and tsunamis were rebuilt, and houses for laborers at the nuclear power plant were newly built. Looking at the current situation that there were few people and new buildings, I felt that the life in Tomioka-town had been lost all at once because of the earthquake.
Also, we visited in front of difficult-to-return zones. Barricades were set up around these zones, so people could not enter there. The view of the other side of barricades was different from the maintained cityscape that I had seen. The area was overgrown with plants, and it felt like time had stopped since the earthquake. I witnessed the sight that the situation changed completely at a distance of only a few tens of centimeters, and all sorts of feelings that I never had washed over me.
I thought that it was important to see with my own eyes through this tour. We can get a lot of information about the Grate East Japan Earthquake. However, the situation at that time which storytellers told and current situation which I could see in Tohoku were all things I could not understand just by researching myself. There are many tings that you can only get by experiencing. If you have things that you don’t know, why don’t you go see yourself instead of being satisfied with the information on TV and the Internet.
Lastly, it will have been 11years since the earthquake in next March. We don’t forget this earthquake, passed down the lesson from it to the next generation. Also, I think I need to raise my awareness of disaster prevention.
